Benefit Program Specialist I – An entry level in the occupational group for employees working under close supervision while being trained in determining eligibility for a variety of social services government assistance programs.

Benefit Programs Specialist II – Represents the full-performance level in the Benefit Programs Specialist occupational group.

Objectives associated with the BPS I and BPS II positions include, but are not limited to, determination and re-determination of eligibility of individuals and families for financial assistance, food stamps, medical assistance, and other social services’ benefit programs. Interview persons for assistance, obtain necessary information, and re-determine continuing eligibility. Explain benefit programs; and determine reasons and need for assistance. Process applications for financial assistance and diversion. Determine eligibility for assistance and benefit levels using automated systems and manual methods; interpret policies and procedures applicable to the various programs. Monitor cases for changes in recipient circumstances and implement changes that appropriately reflect benefit level within guidelines. Evaluate employability status of clients and explore potential sources of income, explain client responsibilities, rights, and programs availability. Refer clients to service worker as the result of overall assessment of situation. Prepare reports and maintain client records. Identify possible fraud and make appropriate referrals. Evaluate consistency and completeness of data secured and where indicated substantiate accuracy. Explain programs and rights/responsibilities of applicants and recipients, explore other possible sources of income, compute assistance plans, and determine the amount of allowances for special circumstance items such as household equipment. Identify clearly discernible social problems and makes referrals to Family Services worker. Provide applicants or recipients with information about other agencies for additional services as needed. Explain a variety of programs under the social services umbrella such as employment services; child support and childcare services.

All other duties as assigned.

Work is performed according to established policies; procedures and guidelines; but certain aspects of eligibility determination require independent judgement, especially as related to evaluation of social factors influencing eligibility. Employee request supervisory help for difficult or unusual situations only.


Minimum Qualifications
Knowledge of basic human behavior; mathematics to calculate percentages, formulas, and averages to solve mathematical problems. Proficiency in operating a personal computer.

Demonstrated ability to establish and maintain case records; access and retrieve data; create reports and/or manipulate data. Demonstrated ability to interview; collect data; gather information and/or investigate. Demonstrated ability to communicate effectively both orally and in writing. Ability to evaluate situations; analyze information; and apply common sense and understanding to carry out instructions furnished in written or oral form. Ability to exercise sound judgement; discretion; tact; and resourcefulness in solving problems and drawing logical conclusions.

Ability to maintain professional ethics related to confidentiality; establish and maintain effective working relationships with others in a positive and tactful manner under periodic stressful situations.


Preferred Qualifications
High School diploma or equivalent; supplemented with additional training and related work experience; or any comparable combination of training and experience, which provides the required knowledge, skills, and abilities.

College degree in human services or related field.

Working knowledge of financial assistance programs sufficient to determine/re-determine eligibility for benefits. Completion of required benefit programs training. Experience with agency related software.


Special Requirements
Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.

The investigation may include fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.

All offers of employment are contingent upon satisfactory results of the required checks and screenings.

Valid Commonwealth of Virginia driver’s license is required in addition to driving record that meets agency standard. Must be willing to participate in community shelter operations during disasters and/or emergencies. After hours on-call coverage on a rotating basis may be required.

Employee must be willing to work in an alternative location designated by MPDSS in the event of a natural disaster or emergency.
