Summary
You will serve as a Performance Assessment Representative in the Public Works Department of NAVAL FAC ENGINEERING CMD WASH.

Responsibilities
You will establish contract surveillance inspection schedules based upon contract requirements
You will develop inspection schedules during construction process to ensure the quality of work, end product, and material adequately meet construction and cost requirement
You will collaborate with the customer to define the purpose, scope, schedule, and priority of the requested cost analysis.
You will prepare quality assurance plans or performance assessment plans to ensure adequacy of material and equipment specifications.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
This is a bargaining unit position.
You will be required to obtain and maintain a current Procurement Integrity certification.
You will be required to obtain and maintain a current valid United States drivers license.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Understanding the technical and legal terminology of contracts involving hazardous waste, construction, technical services, and maintenance service requirements in order to prepare quality assurance plans; 2) Applying contract administration procedures and regulations to assure contractor compliance with performance specifications for quality, timeliness, material, and methods as applicable; 3) Reading blueprints, architectural drawings, and specifications.

In addition to specialize experience, you may also minimumlly qualify with the following:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

A combination of graduate education and experience. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
