Program Director, Asia Region


This position sits in the International Programs Division of Freedom House, a non-governmental organization dedicated to the promotion of democracy and human rights around the world. The position, which oversees a small team of staff, is responsible for providing strategic leadership and vision for all Freedom House activities in and related to Asia, first and foremost on the ground programming, but also policy research and advocacy in line with the organization’s mission and strategic framework. In addition, the position is responsible for overall implementation of the Human Rights Support Mechanism, a five-year USAID global Leader with Associates award led by Freedom House in partnership with other non-governmental organizations. This includes spearheading the development and implementation of field and Washington-based programs and activities; managing and leading the Freedom House implementing consortium; developing, overseeing, and promoting all HRSM program activities carried out by Freedom House; and serving as the main point of contact with USAID and collaborating with the Agency to ensure that the mechanism achieves its goals. The position also oversees all technical and financial reporting to USAID. 

The estimated relative level of effort for the Asia program/Human Rights Support Mechanism elements of the position is 65/35 percent. The position is based in Freedom House’s Washington, DC office and cannot be performed remotely. Approximately 20 percent of the director’s time will be spent traveling overseas, primarily to Asia.



    Bachelor’s degree in political science, international relations, or related field

    Master’s degree or equivalent in political science, international relations, or related field strongly preferred

Knowledge and Experience:

    Deep knowledge of democracy and human rights issues throughout the Asia region, relationships there (including with civil society organizations, government entities, the diplomatic community, etc.), and relationships with relevant USG donors including USAID and the U.S. State Department. Knowledge and experience developing and implementing democracy and governance programs in other parts of the world are also strongly preferred

    Fifteen or more years of experience designing, obtaining funding for, and implementing innovative USG-funded democracy programs throughout Asia that produce verifiable results; and effectively leading and managing diverse staff, including overseas operations. Experience designing and carrying out successful policy research and advocacy initiatives before the U.S. Congress and executive branch is also desirable

    Proven ability to recruit highly capable staff, manage and motivate personnel, and lead diverse teams. Strong ability to lead by example, with integrity, purpose, and commitment to attainment of Freedom House goals

    In depth knowledge and understanding of the technical, financial, and procedural aspects of USAID procurement processes and awards and the rules/regulations governing them

    Outstanding written and verbal communication skills (fluency in spoken and written English is required)

    Existing relationships of trust and collaboration with peer organizations working on democracy issues in Asia and beyond; proven ability to work effectively with partner organizations and manage sensitive partner dynamics and negotiations
