Norwegian People’s Aid is seeking a skilled and experienced researcher to provide country-level research and analysis for the Mine Action Review’s annual reports, Clearing Cluster Munition Remnants and Clearing the Mines (see the website).

The position is a full-time consultancy position for 2018 and will involve conducting independent research and analysis on cluster munition remnant and anti-personnel mine contamination, survey, and clearance, and progress in implementation of the clearance obligations of the 2008 Convention on Cluster Munitions and the 1997 Anti-Personnel Mine Ban Convention.

The Researcher will be required to:

Research and draft the annual reports on mine action for an agreed portfolio of around 25 countries contaminated by anti-personnel landmines and/or cluster munition remnants, for publication in the Mine Action Review’s Clearing Cluster Munition Remnants and Clearing the Mines 2018 reports.
Liaise with key mine action stakeholders on a country-by-country basis, including national mine action authorities, mine action centres, demining organisations, the UN, and other partners to collect data relating to cluster munition remnant and landmine contamination, survey, clearance, and programme management.
Process and analyse qualitative and quantitative mine action data collated, assess the accuracy and validity of the data, and identify positive and negative trends in progress.
Monitor and analyse progress against States Parties’ fulfillment of clearance obligations under Article 4 of the Convention on Cluster Munitions and Article 5 of the Anti-Personnel Mine Ban Convention, including extension request requirements and deadlines.
Analyse the performance of national mine action programmes, against international best practice, and suggest recommendations for action.
Plan and conduct field research trips to affected countries, if required, and as agreed by the Project Manager of Mine Action Review.
Work to tight deadlines with outstanding attention to detail.
Support the Project Manager in the production, delivery, and outreach of Mine Action Review’s 2018 reports, and help raise awareness of Mine Action Review’s reports and work as an important implementation support for mine action stakeholders and partners.
