PHR is seeking an experienced and qualified program officer to work with the Program on Sexual Violence in Conflict Zones (SVCZ) to help increase local capacity for the collection of court-admissible evidence of sexual violence to support prosecutions for these crimes. The program officer coordinates the Program’s day-to-day activities in the United States and in focus countries, participates in the planning and development of programmatic activities in these locations, and cultivates and maintains strong relationships globally to advance the goals of the SVCZ Program
The program officer’s responsibilities include effective deployment of resources, time, and funds for PHR projects. These projects involve complex coordination, and require effective communication and creative and collaborative problem-solving. Building and maintaining strong, trust-based relationships internally and with external partners across cultures and geographies is an important function of this role. This is an exempt position which reports to the Director, Program on Sexual Violence in Conflict Zones.

Location: Boston, Massachusetts
- Build and implement SVCZ program activities and trainings.
- Monitor the development of project reports; this may include the editing, reviewing, formatting, and production of program documents for internal and external distribution.
- Coordinate activity planning and implementation, funds disbursement, monitoring and reporting, and facilitating meetings and trainings.
- Prepare project briefs to inform decision making on project targets and outputs.
- Oversee programmatic Monitoring and Evaluation (M&E) efforts, including project baseline data and indicators.
- Produce timely and accurate quantitative and qualitative data collection and analysis, and the set up and maintenance of databases to ensure the accuracy and timeliness of M&E data.
- Prepare informative communication briefs, presentations, and other materials for the Program.
- Work with selected partners in-country as part of ongoing organizational capacity development efforts to evaluate and improve the systems these partners use to collect, document, and preserve forensic medical evidence of sexual violence and collaborate with other stakeholder groups.
- Support program development processes, including assisting in the development of funding proposals and new initiatives to support the strategic growth of the program.
- In consultation with Development colleagues, draft grant proposal and reports, and ensure grant deliverables are being met.
- Provide organizational and logistical support to programmatic activities to support the collection, documentation, and preservation of forensic medical evidence of sexual violence.
- Liaise with the finance department and country offices to monitor program and office budgets, including reconciliation of discrepancies, trouble-shooting budget variances, budget revisions, and development of budget proposals.
- Currently possesses appropriate authorization to work in the United States
- Bachelors’ degree with at least 5 years’ progressive experience in data analysis, research, public health, policy and/or advocacy. Alternatively, a graduate in public health, law, or other relevant subject area with 2-3 years’ years’ progressive experience in data analysis, research, public health, policy and/or advocacy.
- Fluency in written and spoken English; additional languages desirable (especially French, Spanish, or Arabic).
- Advanced knowledge of Microsoft Office, including expertize using Excel and Publisher, Adobe Professional, and statistical software packages.
Skills and Experience
- Demonstrated project management experience.
- Previous experience managing a budget and tracking project expenses.
- Experience in multimedia production, training, developing training tools is a plus.
- Strong work ethic with the ability to identify problems and develop solutions.

- Ability to engage experts, stakeholders, and other partners in a professional and proactive manner.

- Analytical skills, with an ability to analyze data collected and inform programmatic decision-making. Strong quantitative skills with experience in monitoring and evaluation are a plus.
- Willingness to travel to DRC, Kenya, and elsewhere for project implementation.
- Demonstrated commitment to human rights and public interest work.
